Finance Administration provides general direction and support all City departments and the Finance operating divisions of Accounting, Management & Budget, Customer Service, and Purchasing. Finance/Administration works closely with the office of the City Manager and Commission on all issues related to City finances.
A Fund Balance Policy has been adopted by the City. The purpose of the Fund Balance Policy is to increase financial stability. The City desires to manage its financial resources by establishing fund balance ranges for selected funds. This will insure that the City maintains a prudent level of financial resources to protect against reducing service levels or raising taxes and fees because of temporary revenue shortfalls or unexpected one-time expenditures.
A Debt Management Policy has been adopted by the City. The purpose of the Debt Management Policy is to manage the issuance of the City's debt obligations and maintain the City's ability to incur debt and other long term obligations at favorable interest rates for capital improvements, facilities and equipment beneficial to the City and necessary for essential services.
The Revenue Analyst manages the investments and debt for the City and is the staff liaison for the Investment Advisory Committee. The City's Investment Policy was awarded the Association of Public Treasurers- United States and Canada Investment Policy Certificate of Excellence Award.
